Richard Naylor
Richard Naylor is a world leading expert in research methodologies for the culture and the creative industries, having been an early innovator in the development of frameworks for measuring the economic and social impacts of cultural activities.

He has 30 years of applied research and consultancy expertise in the private sector and academia, and an extensive understanding of public policy. He supervises all BOP’s major research projects bringing rigour, depth and theoretical insight to create robust, practical solutions for clients.
Richard leads on BOP’s evaluation of national programmes and projects and also works with high profile culture, creative and educational organisations and foundations to better understand and evidence their impacts. He has grown BOP’s research and evaluation work, to offer renowned specialist expertise in social and economic impact; project and programme evaluation; creative industries mapping and cultural statistics; innovation and urban and regional development, and Intellectual Property policy.
He has led BOP’s largest research engagements to date, including the national evaluation of Bloomberg Philanthropies’ Public Art Programme, our longstanding research and data partnership with UNESCO, the evaluation of the UK Research and Innovation / AHRC £80m Creative Industries Clusters Programme, and the Creative and Cultural Industries in Urban Revitalization: A Practice Based Handbook, for the Inter-American Development Bank.
Richard is also a speaker and participant at high level policy workshops and conferences, as well as regularly working as an advisor and peer assessor. He is a member of the Evaluation Advisory Panel for UKRI’s £300m+ Strength in Places Fund (2020-25), which aims to stimulate local and regional economic growth through R&D investment.
