Saudi Arabia is making one of the world’s most ambitious investments in culture as part of Vision 2030.

To ensure this transformation is targeted and sustainable, the Ministry of Culture commissioned BOP to deliver the Kingdom’s first comprehensive cultural mapping study.

Beginning with Riyadh and Makkah, the project provides clear evidence and strategic direction to guide cultural investment and position culture as a driver of national transformation.

BOP’s mapping captures both existing and planned cultural assets, identifying gaps, strengths, and opportunities across both regions. For the first time, there is a robust picture of the cultural ecosystem and how it can evolve to meet the Kingdom’s ambitions.

Drawing on this foundation, BOP developed Strategic Plans for Riyadh and Makkah translating insights into practical roadmaps for cultural infrastructure and policy development. These plans were shaped in close consultation with senior stakeholders, ensuring they align with policy priorities and national ambitions.

This work means the Ministry of Culture now has a powerful tool for cultural planning: a framework that can be rolled out across the Kingdom, strengthening regional ecosystems and ensuring cultural infrastructure delivers long-term social and economic impact.
