BOP developed a forward-looking cultural strategy for Tencent’s smart city district, a new innovation and entertainment development on reclaimed land in Shenzhen.

BOP helped to define how culture and creativity could underpin the vision for the two-million-square-metre smart city of the future. The cultural strategy positioned culture and creativity as a core driver of placemaking and innovation, integrating artistic practice, digital content, and public experience into the design and operation of the site.

Alongside the overarching strategy, BOP developed operational and governance frameworks, financial models, and design briefs for digital arts and cultural infrastructure. These provided a practical foundation for delivery, ensuring that cultural ambition could be realised within a complex, multidisciplinary development context.

The resulting  strategy positions Tencent’s new headquarters district as a global model for the integration of culture, technology, and urban innovation — demonstrating how culture can shape the experience and identity of the city of the future.
