BOP is currently evaluating CoSTAR, the UK’s £75 million investment in world-class R&D labs for film, TV, performance and immersive industries.

CoSTAR is designed to keep the UK at the forefront of creative technology, providing the infrastructure and expertise to drive innovation, collaboration and global competitiveness across the screen sector. 

BOP is leading a ten-year evaluation in partnership with Technopolis. Our work will assess CoSTAR’s long-term cultural, technological and economic impacts, ensuring the programme delivers value for money and informs future creative infrastructure investment. 

We are combining site visits, case studies and international benchmarking to capture the programme’s outcomes over time. Strategic partners, including B3 Media and CLS Energy, are supporting the evaluation by embedding equity, diversity and inclusion (EDI) and sustainability into the research design. 

This evaluation will provide policymakers, funders and industry leaders with clear evidence of how CoSTAR strengthens the UK’s global position in screen and performance innovation. It will also offer practical recommendations to shape governance, strategy and future investment in creative R&D.
